GENERAL RESPONSIBILITIES, DUTIES AND AUTHORITY:

I. Quality Assurance
A. Maintains continuing review and responsibility for patient care in the professional performance of practitioners and allied health professionals with clinical privileges or specified services in the department through the quality assurance activities of the department. Monitors compliance with agreed upon standards of the department and the hospital.

B. Responds to requests from Medical Staff committees charged with quality review, risk management, and utilization management activities.

C. Identifies quality issues and coordinates corrective action to resolve problems when indicated.

D. Pursuant to regulatory guidelines (including state codes, residency requirements, and Medical Staff credentialing processes), ensures that training opportunities are of consistent, high quality and provide for the safety of patients treated in the course of medical training.

II. Climate Setting and Leadership
A. Conducts self in a manner to achieve results in a way consistent with organizational values and provides a constructive example for others in the Walk-in program in leading the program to excellence.

B. Establishes timely and effective communications with the program team to keep them aware of important happenings in the urgent care arena; gives and receives information.

C. Creates an environment where Walk-in care is considered one of the strengths of UHS, and provides for effective networking with both community agencies and educational institutions to enhance internal and community perception of the Walk-in mission.

D. Participates in the development of educational programs and by counsel and medical practice establishes standards of performance that are of consistent, high quality.

E. Fosters an environment for graduate and undergraduate training opportunities.

III Satisfaction
A. Ensures ongoing satisfaction of patients by working toward excellent Walk-in service. When a patient complaint is received, conducts and/or coordinates the investigation to enhance quality of care and patient satisfaction.
B. Ensures ongoing satisfaction of staff and faculty (where exists) working in Walk-in by providing professional development opportunities and resolving concerns.

C. Ensures ongoing satisfaction of residents and/or students by soliciting and resolving concerns related to their training in urgent care.

IV. Organizing
A. Coordinates departmental activities with nursing and other patient care services, management, and the Medical Staff Officers on matters affecting patient care.

B. Participates in appropriate institutional committees to represent the Walk-in clinics both internal and external to the institution.

C. Works with the Medical Staff department officers and members to ensure that an adequate system exists, which provides appropriate input from, and dissemination of information to, all levels.

V. Controlling
A. Organizes the physician involvement necessary to insure the appropriate delivery of services as documented in contractual arrangements and monitors compliance, taking corrective actions as necessary.

B. Assures compliance by Medical Staff with all policies and procedures related to the Walk-in program.

C. Proves for ongoing quality assurance and utilization review programs for the Walk-in program, which are consistent with JCAHO, OHSM, and other regulatory requirements.

D. Coordinates departmental participation in surveys by outside agencies, responds to citations, and develops and implements corrective action plans.

E. Through the effective interaction of the Walk-in and emergency medicine teams, ensures the appropriate allocation and utilization of resources.

F. Organizes the physician involvement necessary to insure the appropriate delivery of services to contracted local School Districts.

VI. People Development
A. Ensures that employees know what is to be accomplished in their jobs, what authority they have to do so, whether the results of their performance are satisfactory, and what they can do to improve performance.

B. Ensures people development through the support of training programs specific to urgent care for educational seminars, etc.

VII. Planning
A. Participates in the development of short-term and mid-term objectives, strategies and tactics for provision of Walk-in services.

B. Identifies the physician needs to support Walk-in programs and integrates physicians into the operations to effect a multidisciplinary team environment.

C. Ensures that all policies and procedures pertaining to the Medical Staff are consistently developed reviewed and updated to comply with TJC, OHSM and other regulatory requirements.

D. Involved in undergraduate training opportunities in Walk-in.


VIII. Clinical Practice
A. Provides direct patient care through scheduled time as an attending physician in the Walk-in clinics at UHSH.

QUALIFICATIONS:

1. A physician licensed to practice in the State of New York and eligible for membership on the UHS Medical Staff.

2. Board certified in family medicine.

3. Academic experience in Family medicine.

4. Administrative experience.

5. Knowledge of the needs of the patient community.

Specific Services Physician Shall Provide Hereunder:

  • Administrative and Medical Staff meetings – 0.5 hr/wk
  • Quality improvement activities and case reviews - 0.25 hr/wk
  • Review provider issues and make recommendations – 0.25 hr/wk
  • Program/policy development and regulatory issues – 0.25 hr/wk
  • Patient complaints – 0.5 hr/wk
  • Trouble shooting and operational issues in the Clinic - 0.25 hr/wk
  • Scheduling – 0.75 hrs/wk
  • Recruitment and orientation – 0.25 hr/wk
  • Monitoring and supporting UHS COVID tent workgroup- 0.5 hr/week
  • Interfacing with assigned Local School Districts – 0.25 hr/week
  • Development and implementation of policies and regulatory reports – 0.25 hr/week

Average Weekly hours that physician shall provide each service hereunder:

  • Professional administration - 4 hours/week
