Payroll Systems Technician, Binghamton, NY

United Health Services is seeking a Payroll Systems Technician to join our Payroll and Disbursements team in Binghamton, NY. Under general supervision, performs a variety of tasks relating to the processing of payroll functions. This is a BENEFITS-ELIGIBLE position.

Payroll Systems Technician

The customers served include the Disbursements Manager, Controller, UHSH management and employees, local banks, various outside agencies, and the affiliated UHS entities. Under general supervision, performs a variety of tasks relating to the processing of payroll functions. These services will be delivered in a quality fashion consistent with the positions segments and standards.

The payroll department supports all employees throughout the entire UHS network. This position is crucial to ensuring our employees are paid correctly and timely.

Payroll Systems Technician Key Responsibilities and Expectations

  • Updates the Human Resource and Payroll (HRP) system for employee tax information, voluntary deductions, direct deposits, garnishments and employee reimbursements.
  • Assists with the coordination of the entire payroll process and related payroll functions for all entities (UHSI, UHSH, UMA, CMH, ISLC, ISLCHC, PHC, TT, DVH)
  • Prepares the Federal 941 Quarterly report and the NYS Quarterly report for all the UHS entities.
  • Prepares special and/or additional checks for employees, prepares Federal and NYS taxes and initiates the payments in the respective websites, verifies all 403(b) payments, and initiates other payment requirements to third party vendors for UHS entities.
  • Responds to questions from employees and management regarding payroll information and policy and procedures.
  • Initiates the printing of payroll checks and creates the ACH file for direct deposits for all UHS entities.
  • Completes employment verifications and wage reporting requests from outside agencies.
  • Reconciles all the payroll-related G/L accounts monthly for UHSH and UMA.
  • Assists with the preparation and reconciliation of year-end reports and W2’s.
  • Assist Accounts Payable with invoicing when needed.
  • Assist Human Resources, Information Services and other departments with special payroll related projects and information requests.

Position Qualifications


  • High School Diploma or equivalent
  • Two (2) years’ of accounting related experience with 1 year involved in performance of payroll activities, or equivalent combination of education and experience.


  • A.A.S. Degree
  • Formal payroll, bookkeeping or accounting education
  • Previous experience with the UHSH Payroll System
